Waters case could chill banks' relationships with Congress

The allegations of unethical conduct leveled at Rep. Maxine Waters, D-Calif., and other members of the House Financial Services Committee could affect relations between banks and Congress members regardless of whether they are true. A House ethics panel charged Waters with impropriety late Monday, alleging that she helped a minority bank in which her husband invested in receive funds from the Troubled Asset Relief Program.
