Offshore fracking is allowed in Calif., documents show

There have been several occasions since the late 1990s in which hydraulic fracturing was allowed off the coast of California, according to federal documents. Fracking is conducted in oil fields in the Santa Barbara Channel to stimulate new production from old wells. Regulators are now studying whether to subject such drilling to a tougher environmental assessment and require energy producers to secure a separate permit.
