Questions emerge about extent of Detroit's pension funds' unfunded liability

According to an analysis by Morningstar Municipal Research, Detroit's two employee pension funds are about 91% funded, with slightly less than $1 billion in unfunded liability last year. That analysis is at odds with an estimate by the city's emergency manager, Kevyn Orr, that the funds are underfunded by $3.5 billion.
