Charter-school issue may go to voters in Massachusetts

Pending legislation would lift limitations on the number of charter schools in Massachusetts, but supporters are worried the state Legislature won't act and plan to file for a ballot initiative so voters can decide whether to allow more charter schools. The state's cap has left more than 20,000 students on a waiting list. Some charter-school opponents say the state's funding formula must be changed before more are approved.
