Virginia math teacher sets high bar, expects students to reach it

Fairfax County, Va., math teacher Bill Horkan sets high standards for his students -- pressing more of them to take International Baccalaureate Math Studies and refusing to sign off on dropouts from the class. He boosted the IB math class enrollment by 63% last year at J.E.B. Stuart High School. His students, many from low-income families, reached a 98% pass rate on the IB exam.
