OCC appears to be losing power in the financial overhaul:

Many regulatory agencies are gaining additional power and responsibilities in the overhaul of financial regulation, but the Office of the Comptroller of the Currency appears to be losing some power. Previously, the Federal Reserve deferred to the OCC on matters relating to units of major banks. But the Dodd-Frank act gives the central bank duty to oversee all parts of bank holding companies, including their banks.
