BoE's Carney plans to introduce "forward guidance"

Bank of England Governor Mark Carney is scheduled Wednesday to unveil "forward guidance" on interest rates, the first time the central bank has used the tool, following in the footsteps of the US and Canada. Carney will have difficulty negotiating with the Monetary Policy Committee, former MPC member Charles Goodhart says. "It is going to constrain the way the MPC's own proceedings work," Goodhart said.
