Twitter is struggling to live up to its professed commitment to free speech as it expands around the world, according to Twitter officials and online activists. The network says it must abide by local laws, and has censored tweets in places such as Brazil and Russia and handed over user information to U.S. investigators. "This really illustrates how difficult some of the growing pains can be when a company gets bigger and more established. You have more at stake," says digital-privacy lawyer Marcia Hofmann.
