Rhee: Breakdown in book distribution sign of systemic problems

School textbooks are gathering dust in warehouses while half of D.C. schools may go without all of their needed texts when schools open Aug. 27. The distribution system is so disorganized, said new schools chancellor Michelle A. Rhee, school leaders have no way to know which schools will need more books.
