Disabled designation is abused in Australia for funding, report says

Australian students are increasingly being labelled as disabled by schools that collect more government money if they are teaching more special-needs students, according to a recent government review. The report said that as a consequence, disabled students are being separated from other students, "leading to their stigmatisation and reducing their access to mainstream curricula", according to the report.
