Many states cut funding for disability services

California is among the many states cutting funding for disability services because of budget constraints. While federal law requires states to help individuals with disabilities remain in their communities as much as possible, Medicaid only requires states to subsidize institutional care. Thomas Perez, the Justice Department's assistant attorney general for civil rights, says budget troubles shouldn't lead to states placing the financial burden on the individual.
