Does the mortgage interest deduction encourage homeownership?

The mortgage interest deduction has not boosted homeownership or homeowners as much as some think, writes Bruce Bartlett. He cites research suggesting that homeownership likely would have been at least equal to current rates, and potentially higher, without the deduction. Bartlett also says evidence indicates the deduction encourages buyers to purchase more expensive homes than perhaps they could afford.
