Florida governor's education legacy still being crafted

During his eight years in office, Florida Gov. Jeb Bush sought to improve public education through such tools as charter schools, voucher programs, teacher merit pay and a greater emphasis on standardized tests. While the racial achievement gap has shrunk and elementary tests scores risen during his tenure, high schoolers' reading scores have slumped and many teachers are upset with the rigid curriculum.
