A new global investment community cannot be overseen properly by a regulatory structure that "is fundamentally stuck in its New Deal past," according to Arthur Levitt Jr., the former head of the SEC. Writing in The Wall Street Journal, Levitt calls for an overhaul of financial regulation, including a merger of the SEC and Commodity Futures Trading Commission.
