U.K. central bank links rates to unemployment

The Bank of England's new governor has for the first time in the bank's history linked monetary policy to unemployment. Mark Carney announced that record-low interest rates of 0.5% will be maintained at least until joblessness declines to 7% from the latest reading of 7.8%.
