Green Mountain Power knew that its Kingdom Community Wind farm in Lowell, Vt., would be asked to curtail output from time to time to maintain stability in the grid, Gordon van Welie, president of ISO New England, wrote in a letter to Gov. Peter Shumlin. The letter was in response to Shumlin's complaint that during a heat wave last month, GMP was directed by the grid operator to limit output from the wind farm and ramp up generation from fossil fuel plants. The utility said the ISO did not advise it about the need for a condenser, which would reduce the need for curtailment, until after construction had started on the project.
