California committee nixes plastic-bag plan

California's Senate Appropriations Committee has turned down a plan to charge 25 cents per plastic or paper bag at stores in the state that failed to meet bag recycling goals. Recycling experts estimated that the plan would cost about $1.5 million a year and require about 16 new state positions.
