Schools must open classrooms to all students

A Washington state district discriminated against 23 children with disabilities at a state residential facility by excluding them from school, according to a 15-month investigation by the U.S. Education Department's Office for Civil Rights. The district will not face financial penalties, but it must include the children and make up for missed time through summer school or other activities, according to the settlement with the district.
