N.Y. law gives state oversight of 25-megawatt wind projects

New York Gov. Andrew Cuomo has signed the Power NY Act of 2011, which gives the state the authority to regulate wind projects that have a capacity of 25 megawatts or more. The law allows the state "to butt its nose into an area that has always been a local issue," according to Patrick Tyksinski, town supervisor for New Hartford, N.Y. But Litchfield (N.Y.) Deputy Supervisor Kate Entwistle believes that the state has better resources than local governments to decide on such projects.
