Study: Race plays a role in how neighborhoods grow

Racial composition has a significant effect on development in neighborhoods, according to findings by researchers Jackelyn Hwang and Robert Sampson. Their review of development in Chicago neighborhoods found that those with a white population of at least 35% and a black population of no more than 40% saw the most improvements over time.
