California governor's plan targets weak teachers

California Gov. Arnold Schwarzenegger has proposed stretching the probationary period for new teachers from the current two years to five years and streamlining the firing process for permanent teachers. Critics say the plan could still allows marginal teachers to get by if they earn occasional good evaluations, plus it ignores the problem of teachers' high attrition in their first few years on the job.
