Small Business Association chief Karen G. Mills says the stimulus package has helped small-business owners secure loans they need to stay afloat. Nevertheless, some small-business owners say the federal government isn't doing enough and that health care reform could strain their resources. In a Q-and-A with The Wall Street Journal, Mills says that parts of the stimulus plan aimed at small businesses have been "quite successful." She also expects small businesses to lead the nation's economic recovery.
