When Congress returns after its recess, surface transportation funding will be a top issue. A transportation plan by Sen. Barbara Boxer, D-Calif., would keep current surface transportation funding levels, but it needs to find $12 billion. It's backed by some Republicans, the Chamber of Commerce and the AFL-CIO. A plan by House Transportation and Infrastructure Committee Chairman John Mica, R-Fla., advocates funding cuts of 33% to 36%.
