Texas offers merit-pay plan option to high-poverty schools

The deadline looms for certain Texas districts to sign up for the state's teacher merit-pay plan, which could boost individual educators' pay by as much as $10,000 a year. The state has invited 1,162 schools with large proportions of low-income students to take part in this year's program.
