Group criticizes federal stance on community-housing programs

A group of disability self-advocates is questioning a move by federal health officials to advise states on how to modify or reduce community-based housing programs without penalties, while supporting the existence of such programs in public. However, federal officials also warned states that curtailing such programs could be in violation of other federal laws.
