Anti-spam measure hits a snag

A Do-Not-Spam registry modeled on the Do-Not-Call registry could be difficult to implement, as many illegitimate spammers likely would not pay the law much mind. Microsoft has lobbied against an anti-spam list, arguing that assembling a list of e-mail addresses could pose privacy risks.
