Number of failing South Dakota schools triples in past year

Although students statewide registered significant progress in reading and math on South Dakota's assessment exams last spring, 109 schools made the "needs improvement" list. Many of the failing schools are located on or near Indian reservations, where poverty runs rampant and schools have a tough time finding teachers.
