Philadelphia's principals use new right to pick new teachers

Taking advantage of new powers afforded by their latest contract, Philadelphia school principals hand-picked 555 teachers this season, although 265 others were hired through the traditional seniority system. Schools CEO Paul Vallas said he expects the percentage of slots filled through principal selection will exceed 80% within the next few years.
