Court reinstates phone-tax lawsuit

The U.S. Court of Appeals for the District of Columbia Circuit has reinstated a lawsuit against the Internal Revenue Service's 2006 refund scheme for excise taxes on long-distance telephone service. The claims may be reviewed under Title 5 Administrative Procedure Act laws, the court ruled.
