Basel III would require banks to hold more Tier 1 capital, sources say

The Basel Committee on Banking Supervision likely will propose that banks' Tier 1 capital ratio be increased from 2% to as much as 6% in an effort to increase stability of the financial system, banking and regulatory sources said. The panel is working on capital and liquidity requirements as well as "countercyclical buffers", in which banks would stockpile reserves in good times.
