Delaware district adopts strict policy on cell-phone use

Middle- and high-school students in a Delaware district are prohibited from possessing cell phones during class under a new policy. Students will be required to turn the phones off and leave them inside their lockers or cars before school starts. Cell-phone use is also banned on school buses.
