New rule would allow random drug tests for racehorses

New rules under consideration by Kentucky racing officials would allow random drug testing of any horse eligible to race in the state. Out-of-state owners would be required to comply, regardless of whether the horse was entered in a race, and refusal could result in ineligibility.
