Agents and brokers urge training, certification for navigators

Stakeholders have succeeded in getting 16 states to promulgate rules to ensure insurance exchange "navigators" are trained, certified and overseen, and lawmakers have introduced bills to regulate navigators' activities in at least 19 states where the federal government will run the exchange. "We regulate lawyers, we regulate doctors, we regulate insurance brokers, because they have the ability to significantly impact the lives of consumers," said Florida Sen. David Simmons, sponsor of a navigator bill in his state.
