Report outlines pros, cons of school district consolidation

The advantages -- and challenges -- of consolidating school districts are highlighted in a new report released by the Center for American Progress at an event that included a panel discussion with the report's author and other experts in Washington, D.C., last week. In many cases, states whose districts consolidate or share through cooperatives their administrative functions can expect to save millions of dollars, the report finds.
