Fla. city installs shrubs as countermeasure to drowning accidents

Parks officials in Tampa, Fla., have installed rows of shrubs at a waterfront park nearly a year after a toddler drowned at the park. The city considered installing fences near the water, but the idea was ultimately rejected because the community feared it would have blocked access to the river for fishing and other activities, according to city Councilman Frank Reddick.
