Cost estimates for Portland's Big Pipe project rise again

Estimates for the cost of Portland, Ore.'s Big Pipe sewer project are rising by as much as $200 million, with new costs set at about $1.4 billion for the 20-year project. Portland residents already pay some of the highest sewer and water bills in the nation, and the updated estimate could mean even higher bills.
