Mobile-phone use banned near Texas elementary school

The West University Place enclave in the Houston area has decided to ban all use of cell phones by motorists within three blocks of its elementary school during school hours. Even hands-free phones are prohibited. Area officials cite a California study that showed any kind of cell-phone use had a distracting effect on drivers equal to driving drunk, and they want to ensure the safety of the children in the area.
