Two reports released at AIDS conference

The World Health Organization has released a guide to help low- and middle-income countries battle AIDS. The guide -- a sort of best-practices manual -- explains the best ways to create clinics, distribute condoms and provide counseling. Separately, an international team released a report that calls for a large expansion of prevention programs, which it says are very effective in minimizing high-risk behaviors.
