Los Angeles mayor wants outside help to fix schools

Los Angeles Mayor Antonio Villaraigosa has announced his support for allowing outside operators, including charter-school organizations, to bid on running the city's schools. Unions for teachers and staff oppose the strategy, citing a lack of data to support the superiority of charter-school performance. Villaraigosa said he believes student test scores will prove the validity of his reform proposals.
