TARP panel: Small banks may need more capital for bad loans

The biggest U.S. banks are in good shape to deal with the bad loans on their books, but it is another story for smaller banks and regional financial institutions, the Congressional Oversight Panel for the TARP program said. Elizabeth Warren, who heads the panel, said the problem of illiquid assets on bank balance sheets hasn't really been resolved. "It's more acute for the small banks," she said.
