Viaduct tunnel replacement a "done deal"

Washington state is proceeding with a $4.2 billion project to build a tunnel to replace the Alaskan Way Viaduct, despite opposition from a mayoral candidate who says traffic should be dispersed on surface streets. The legislature has already approved the tunnel plan. Seattle Mayor Greg Nickels said candidate Michael McGinn's proposal for using surface streets would cost just as much as the plan for a tunnel.
