EPA proposes new rules to curb emissions from industrial plants

The Environmental Protection Agency on Thursday unveiled proposed rules aimed at curbing the emissions of heat-trapping gases from industrial facilities. The EPA is proposing to require 13 states to broaden their clean-air-permitting programs to include greenhouse-gas emissions, while other states will be asked to review their policies. The EPA is also proposing a federal air-permitting program to govern the biggest industrial plants until states can take over the regulatory process.
