Pipeline regulators use old rule book to close loopholes

The Pipeline and Hazardous Materials Safety Administration made final a rule that would incorporate voluntary standards into federal regulations -- but opted to use the 2004, rather than 2008, versions of the LPG Gas Code and Utility LPG Gas Code. The move is intended to close a loophole that allows propane-distribution facilities to abide by less stringent standards than those affecting natural gas facilities.
