Report: Changes are needed in teacher preparation, training

A report is calling for an overhaul of teacher-preparation programs, saying that some are inadequate. The Center for American Progress found that the programs should gauge teacher ability on value-added measures, in-class observations, improved educator assessments, and surveys and retention of graduates. The report also supports adopting common standards and expectations to measure teacher preparedness.
