Report: Lack of climate policy stifles carbon-capture projects

The absence of a comprehensive climate policy is a significant barrier to the deployment of technology for carbon capture and storage, according to a federal report released Thursday by a multi-agency task force. "Without a carbon price and appropriate financial incentives for new technologies, there is no stable framework for investment in low-carbon technologies such as CCS," the report said.
