President Barack Obama is urging the Environmental Protection Agency to focus on climate change during his second term, according to EPA Administrator Gina McCarthy. "He sees this as a necessary part of his legacy," she said. As part of these efforts, the EPA will issue final rules in the next two years limiting greenhouse-gas emissions from power plants.
