Calif. mayor pins hopes on management-structure reform

Los Angeles Mayor Eric Garcetti aims to prove the capability of a well-managed government and has sought help from Deputy Mayor Rick Cole, who has worked in local government and city management since the 1990s. Cole's idea was to spur a culture of innovation, but he found that cities that had launched similar efforts were finding them fruitless. Garcetti and Cole placed budget and innovation under the same office, under Cole's purview, thinking the structure would make innovation impossible to ignore. They also eliminated many deputy mayors and switched to performance-based budgeting.
