Florida city agrees to deadline for new water system

The city of West Palm Beach, Fla., has a 10-year deadline for building a new water treatment system after regulators discovered a host of violations at the current plant, including fecal bacteria in the drinking water supply. State agencies have fined the city $1.2 million for the 23 violations, but will allow most of that money to go toward building the new system, which could cost $70 million.
