Mitt Romney's choice of Rep. Paul Ryan as his vice presidential running mate makes Medicare and Medicaid reform a key part of the campaign due to the Wisconsin Republican's budget blueprint that proposes significant changes to both programs. Many Republicans saw the Ryan selection as a good conservative choice, while Rep. Emanuel Cleaver, D-Mo., said it gave President Barack Obama's re-election campaign a lift because Ryan's plan would turn Medicare into a voucher program.
