Fla. city manager will bring decades of experience

Kathleen Woods-Richardson, a former administrator of Miami-Dade County, Fla., with more than 30 years of public service, has been named city manager of Miramar. Woods-Richardson will be responsible for 1,000 employees and a $200 million budget. Most recently, she was director of the Miami-Dade County Public Works and Waste Management Department, overseeing more than 1,700 employees and a $629 million budget.
